This video talks about Bandwidth caps, which is a way that cable companies limit your data, and how they take advantage of people. They give you a small limit and then when you go over your data they charge you a absurd charge.
They manipulate customers into either buy absurd data or limiting their data so much, forcing them to pay more regardless. They scam the customer rather then help one.
